Transforming the Under Scaled Social Service Sector

Back when President Johnson launched the War on Poverty in 1964 the majority of initiatives focused on job training and placement programs. At the time manufacturing jobs played an important role in the economy, and the federally funded programs led to employment. Over the past 52 years our society has drastically changed, yet many of the Johnson era programs have not evolved with the times.
